Population data missing for cities outside of U.S. states #1

Description

@pcaisse

As far as I could find, population data is only provided by the Census Bureau for U.S. state, counties, and cities/towns/CDPs and not for territories. This messes up the population ranking and thus the ordering for search results.

For example, the city of San Juan has a population of 300k+ people, and yet it shows up at the bottom of the list:

I've attempted to mitigate this issue in the case of Puerto Rico specifically by including population data for municipios, the Puerto Rican equivalent of counties, so the municipio of San Juan shows up first.

Fixing this issue would require further supplementing population data, but it's not clear where to get that data from or if it even exists.
