[Feature] Add more temporal upscaling-related options

Shutter Encoder currently supports spatial upscaling, via Image > Scale, and temporal upscaling via [format-of-choice] > Advanced features > Conform > Interpolation. The interpolation uses ffmpeg's minterpolate filter.

Proposal

1. Add support for the RIFE algorithm, which seems to be the current best.
2. Allow choosing the interpolation in the Conform preset. This makes the option more discoverable, and reduces the need to adjust bit rate or other settings if all you need is to interpolate the original video.

You can do frame interpolation from the 'Advanced features' section then 'Conform' and choose 'Interpolation'.

It uses the minterpolate filter of FFmpeg.
