Secrets plugin does not work with terminus 3

I have installed the secrets plugins but the command doesn't register in terminus 3.

When I try the secrets namespace

terminus secrets


  Command "secrets" is not defined.

Looks like this is a documentation issue.

To install this plugin with Terminus 3 you now need to do the following

terminus self:plugin:install pantheon-systems/terminus-secrets-plugin

The plugin installer does not work.
Ran terminus self:plugin:install pantheon-systems/terminus-secrets-plugin

And get an error

[error] Please install Composer to enable plugin management. See https://getcomposer.org/download/.
