Release Owl version that supports ARM64 Linux / macOS

Could I get a release of owl that includes the fixes from #609 and #677 ? The currently released version owl.1.1 only supports x86_64

Hi @jzstark, regarding the new version, is there an updated TODO for it ? Maybe I can help with some of the work !

Also, I did implemented few numpy's functions to work with Owl, and I'm wondering if it'd be something nice to be added directly into Owl's API:

• numpy.roll
• numpy.unwrap
• numpy.outer

Let me know if you think this would make a great addition to the Owl's API, I can make a PR.

+1 -- opam install owl still fails on ARM64 Macbooks today.

For those of you who need Owl running the latest Macbooks, I managed to get it working by compiling from source with (make build -> make install), but you need to first edit your local OpenBLAS config file /opt/homebrew/opt/openblas/lib/pkgconfig and remove the line that says omp_opt=-fopenmp. Otherwise OpenBLAS won't compile and therefore the Owl build will fail.
