Set up Github CI for Windows

Nominatim should work in theory with a Windows installation now. Would be great to see if we can make Windows builds run on the Github CI. Both, the test workflow and the install workflow would be of interest. osm2pgsql can be downloaded from the official source.

There are probably a few bumps in the road, at least #3598 needs to be solved. Those should go into separate PRs.

@Aditya30ag That wiki page lists in bold test "Do not comment on github issues asking for guidance.". The confusion might that the text is below the "Get coding/documenting/testing" section.

I think she could've linked to https://wiki.openstreetmap.org/wiki/Google_Summer_of_Code instead which has a "Interested in participating in GSoC 2026?" section near the top.
