Osage font missing

The Osage language has had its own alphabet since 2006, incorporated into Unicode since 2016. This script is missing from our font stack, causing Osage names to render empty in Americana:

We should add Noto Sans Osage to the font stack to match the existing style.

Note that Osage lies outside the Basic Multilingual Plane, so MapLibre will need more extensive Unicode support before this text will appear on the map: maplibre/maplibre-gl-js#2307. It should already be possible to see Osage set in a system font in osm-americana/openstreetmap-americana#1149, which previews a fix for that issue that would eliminate the use of glyph PBFs like the ones generated by this project. But if maplibre/maplibre-gl-js#4550 lands first, then this addition to the fontstack would be relevant.

That PR has been superseded by maplibre/maplibre-gl-js#6640.

This is no longer strictly required for OSM Americana as of osm-americana/openstreetmap-americana#1298. The caveat is that the user has to have an Osage font installed on their system. Should we leave this issue open for maps that use MapLibre GL JS v5.11–5.12, or users who don’t have an Osage font installed on their system? We could transfer this issue to web-fonts for accommodating the latter.

I'm in favor of transferring the issue to web-fonts. Ideally I'd like to transition away from the font stack entirely.
