Ran into the same issue. Realized I was on v2 of the Action. Bumped it to v4 in case that mattered.

It did not.

So, that's some confirmation that it's an issue across v2, v3, and v4 then.

I had to install the binary directly in tj-actions/git-cliff to resolve the issue

Hello, those logs does not seem related to the action itself but a failing apt command.

Well this is embarrassing 😅

Apparently clicking "re-run job" doesn't pick up any new changes you make to an Action yml file, so when I thought it ran against v4 and failed, it was still using v2!

v4 works!
