Improve project creation for JetBrains users

The LSP languages are meaningless, and creating a project for which there is no supported LS should not be a problem.

When in JetBrains mode:

• Skip language detection
• Set languages to empty list (allow this)

Actually, I think we should probably just allow no detected LSP-supported languages for everyone. This will also solve the issue a user tried to address with #1017.

We can just issue a warning that symbol tools will fail for LSP users.
