Controller/view for managing the census

• Create a new tab in the elections dashboard called "Census updates"
• List the census in a table, paginate, allow to remove elements and add new ones.
  • Do not allow to remove if already voted
  • Do not allow to add a new participant if already existing
• Allow to search
