Workflow sequence vs. flexible backlog of tasks

Looking at various use cases, I am wondering how important the fixed sequence of a workflow is. So if I manage the project and I have e.g. 20 steps to be done, but the sequence is not important. Would it be possible to remove the need for a sequence in TruBudget or is this a major change in the engine?

Workaround is to reshuffle workflow items.
