Remove New Course outline design & New Unit page design flags

- Remove the `ENABLE_COURSE_OUTLINE_NEW_DESIGN` and `ENABLE_UNIT_PAGE_NEW_DESIGN` flags
- Render the new design by default.
- Delete any legacy code related to the sidebars and new designs
