Description
Linking savings account should be mandate or atleast system throws error message
Steps to Reproduce
Create a client savings account
Create a loan under the account
Expected Behaviour
System should display the account number/ name in which the loan is to be linked
Actual Behaviour
Able to issue loan without linking
