Migrate cadence-rules to the Cadence skill

Summary

Migrate all rules from the cadence-rules repo into the Cadence skill in this repository.

Context

The cadence-rules repo contains a comprehensive set of rules for Cadence development. Ben has already incorporated some of these into the DL Cadence skill (ref). We need to ensure all rules are migrated to the public Cadence skill here.

Acceptance Criteria

• All rules from cadence-rules/rules/ are incorporated into the Cadence skill
• Rules are validated against current Cadence language version
• Skill is tested with sample Cadence contracts
