deps: bump agent-base from 7.1.4 to 9.0.0 #475

require() of ES Module /home/runner/work/agent/agent/node_modules/agent-base/dist/index.js from /home/runner/work/agent/agent/lib/agents.js not supported. Instead change the require of index.js in /home/runner/work/agent/agent/lib/agents.js to a dynamic import() which is available in all CommonJS modules.
