nimble won't install a package globally

Steps

1. Enter a directory without nimbledeps.
2. Run nimble install benchy.

Expected result

1. Installation completes.
2. The package is added to ~/.nimble/pkgs2.
3. The package is importable.

Actual result

1. ❌ Installation fails, no error is shown.
2. ✅ The package is added to ~/.nimble/pkgs2.
3. ❌ The package is not importable.

Environment

$ nimble --version

@moigagoo There's a chance that this is not a Nimble issue but a problem with the Nim config: if there's a noNimblePath set somewhere in the config, this is the behavior I should get.
