Create documentation (including plugin developer guidelines) for Branching #420

There is currently no documentation for Branching, some basic documentation in-line with NetBox documentation should be added, specifically covering:
Branching
- Home
- Introduction
- Features
- Installation & Upgrade (these may be able to be condensed together as it is fairly simple)
- Getting Started
- Configuration
- Best Practices
- Data Model (mostly just the branch object)
- Use in Plugins for developers (need better title)
- Release Notes
Also want to explain and give guidance on the different merge strategies.
