outdated pypi package

The latest version of the package https://pypi.org/project/nebula-carina/

does not contain the latest fixes for example 7884626

This is because it points to https://github.com/SwordElucidator/nebula-carina and not this repo. But this repo's readme points to the outdated package.

Suggestion: ask @SwordElucidator to redo package, or make new package with builds that auto-track this repo, or change readme instructions as below

Workaround: pip install -e 'git+https://github.com/nebula-contrib/nebula-carina#egg=nebula_carina'

Indeed, we didn't wire pypi publishment up after the project donation.

@SwordElucidator would you mind adding me(handle: wey, mail: weyl.gu at gmail.com) as pypi maintainer so I could put tokens in this repo's secret?

Sorry I see the ci out there, we just need to tag a release.
