Description
Document that a half-life of 0 means no emissions
According to the model code, "Landcovers with a carbon half-life of 0 will be assumed to have no emissions." This is not documented in the users guide. The equation for E_p,t includes dividing by the half-life, and it's not explained what happens if the half-life is zero.
Document that the "legend" portion of the transitions table template must be removed
If it is left in the table, it will fail validation
