Create unique labels for all equations

In `.. math::` blocks, we are able to add a `:label:` attribute that allows us to give an equation a more human-readable label, which is then used in the HTML anchors for the link and makes it easier to uniquely identify the equation.

It would be helpful for us to have an informative label on all equations in the user's guide, where the label tersely describes the equation.
