Add DOI to index pages and debug DOI substitution

When the invest DOIs are ready,

• Add the DOI substitution field to the citation in index.rst for each language
• I ran into a few issues with the DOI code in conf.py. For instance, sphinx complains if the DOI is empty/whitespace. May need to debug this.
