update wind & wave data for Coastal Vulnerability model

The Wave Watch 3 data packaged with InVEST is overdue for an update -- or an overhaul if there's a better data source out there. I've heard from Jess that the GEF project will include CV modeling. Does it make sense to do this update as a GEF task? Either for the software team or a data science person to work on? @dcdenu4

Thanks for putting this here Dave! I think it would be worth exploring an "overhaul" as a GEF task. That is, if there is a better data source or way we can schedule a workflow to update InVEST ready WW3 data, and add that to the data catalog or host internally, it'd be worth the R&D legwork.

If we end up just updating the data inside InVEST shipped data, it feels a little bit more like a regular InVEST maintenance task to me.
