Move project under `testing-cabal`?

This project is tightly coupled to other testing-cabal maintained projects like testtools. The organization feels like a natural home for this project.

Note that I need to discuss this with the other testing-cabal maintainers but before I do, I'd just like to check you're open to the idea.

I think this is ok. The latest testtools broke stestr for me:

Edit: To be precise: 2.8.3 breaks stestr, 2.8.2 is fine.

@bigjools #377 fixes that. Just needs reviews. Alternatively, the testtools 2.8.4 release (which was just released) will fix this thanks to testing-cabal/testtools#566

I was going to say... odd thing to remove from testtools in a patch! Thanks for fixing.
