Summary

リモートユーザーに対するロールでの制限による失敗をDelayedにしない

Purpose

弊サーバーにて、スパム対策のためリモートユーザーのメンション数を絞ったところ、「Note contains too many mentions」でInboxのDelayedに入ったジョブが急増しました。
ロールでの制限による失敗はDelayedにせずにFailedに入れるか、無かったことにするのが最適かと思います。
