[feature request] keep 'Starred' articles

Hi,
there are occasions, where Starred articles are deleted, but it might not be always desirable:

• removing feed, because I am annoyed by it over time
• removing and re-adding the same feed to apply new rules retrospectively
• automated clean up procedures seems to not have 'exclude Starred' option

then there is related issue of export / import of Starred articles mentioned #3107 #1773

• this could be an alternative solution to back up and restore of Starred articles, when any of the above actions would delete some
