fail to start windowsappruntime1.7 and get this error messages

The NTSTATUS 0xC000012F is STATUS_INVALID_IMAGE_NOT_MZ.

This comes from the fact that any Windows executable, including resource only DLLs, must start off with MZ.

As you can see from the screenshot, that DLL does start with MZ. The actual PE header is at address 0x110, where you can see the "PE\0\0". Anyway, double check to see if that file is corrupt and try repairing it if it is. But this is potentially a sign of storage or RAM errors on your system.

If this error is reproducible easily on multiple systems, please provide code that triggers this behaviour and report this as a bug.
