Allow Command Palette Dock on any screen

Description of the new feature / enhancement

Currently it's only possible to put the dock on the primary screen. A new option should allow the user to select any connected monitor where the Dock will be placed.

Scenario when this would be used?

In any multi-monitor setup the user should be in control where elements are placed.
