Refactor SOAP-BPNN

### Description of the issue

The current SOAP-BPNN and MCoV should be correct, but they should be refactored a bit for readability. For example, some code might be repeated and `lambda_basis` should probably be its own class instead of being contained inside `tensor_basis`
