Update Prokka image to latest version

The current version in the prokka image is quite old but included fixes for partial genes based on this pull request:

tseemann/prokka#219

We should include these changes in the current prokka version and update our custom image.

The Dockerfile is updated in this commit: 9c8b699

The new image needs to be included in nextflow.config and tsv output in annotation module added.
