"View Promotional Codes" button obscures menu when you refresh it

Description

When you change the display settings (i.e. go from windowed to borderless), and choose to apply those settings, this button appears, and obscures everything.

This is an issue I've ran into in the past with custom HUDs that change the menu, since practically nobody else sees this button. Heck I've forgotten what this is for, since clicking it just has Steam tell me I have no promotional codes to redeem.

Reproduction

1. Honestly I don't know how to recreate this, sorry. You have to have this button visible on TF2, which according to this issue, came from some RIFT promotion. [TF2] [Feature Request] - Option for removing "Promotional Codes". ValveSoftware/Source-1-Games#3693

Another odd thing to note is that when the menu gets refreshed in the method I explained, it seems the sub-menus for things like hosting a server, exiting the game, or using quickplay don't function anymore. Unsure if that's explicitly related to this or not.
