Info message wrong in private or semi public project during rating phase

expected behaviour: members of private project should be able to comment
behaviour: PhilUser is listed as a member but cannot comment 'Only invited users can actively participate.'
Comment/Question: When project is public the message reads 'The currently active phase doesn't allow to comment.'

@phillimorland it is in the second phase so you can rate but not putting in ideas. Can you try to rate a idea with your user account?

updated, only commenting is not available

@phillimorland It is more different. You get this when the Idea phase is over. During the rate phase it is not possible to comment anymore. So we have to change the text.
