Bug description

Auto-hide panel appears - after a short delay - upon pressing the menu shortcut even though 'force the panel to be visible' is set to 'off'.

Steps to reproduce

Have an autohide (top) panel.
Enable 'force the panel to be visible'.
Have a keyboard shortcut set up for the menu.
Have the pointer outside the trigger zone.
Press the shortcut.
Wait for approximately one second.
See the panel drop-down.

Expected behavior

The panel should not open (so long as the pointer is not in the trigger zone).

I though that this bug existed in 22.2, and had a bug report, but I have failed to find the report.

X11 (not Wayland). Panel configuration not exotic.
