Questions about the input files

1. Can the data in .cap files itself forbid the router from routing in Metal1? Do we need to control it in our program?
2. Can we directly use the data in .def files to replace those in .cap files? Do they deliver the exact same useful information that does not need to be modified/supplied anymore?

1. Your router would need to control it.
2. The cap files are generated by OpenROAD (https://github.com/liangrj2014/OpenROAD_ISPD25) according to .def files. OpenROAD modifies the routing capacitances a bit to encourage routability
