Refactor tara:// protocol to be more like a router

I plan to refactor the tara:// protocol to be more like a router such as express in order to make it easier to add new routes and let plugins add their own routes.

Checklist:

• Create repo (Gum-Joe/electron-protocol-router)
• Create router class file
• Add createRoute()
• Add GET to createRoute()
• Add POST to createRoute()
• Tests
