Description
The README for a non-operator dev env doesn't work. It will start the server and plugin but does not actually get the plugin configured to communicate with the server.
I used the Operator instructions successfully. I would suggest we remove the non-operator instructions and just settle on the operator approach. If we don't remove them then the non-operator instructions need to be updated.
