feat: Scoped jsrepo init Behavior

Describe the feature

Current Behavior

Running

jsrepo init <registry>

—for example:

jsrepo init @auth/[email protected]

initializes the specified registry but also prompts again for every other already-configured registry.
With multiple registries (3+), this becomes tedious since the prompt must be answered for each one.

Expected Behavior

• When jsrepo init <registry> is called with a specific registry, only configure that registry.
• When jsrepo init is called without arguments, then prompt to configure all registries.

Validations

• I have checked other issues to see if my feature was already requested or added

This has been established as the expected behavior so I am going to transfer this to a discussion.
