Data Loader batch gets stuck as "in progress"

Describe the bug and steps to reproduce

This is an edge case - not sure how/why it happned other than the batches may have timed out, but it appeared the jetstream stopped polling for status as there were no more networks calls after this happened (maybe reached jetstream timeout?)

Either way - jetstream did not match what was in salesforce
