PyPI Release: django-dbtemplates #419

PyPI Release
The current project lead has no time to manage a new release (jazzband/django-dbtemplates#143 (comment)) so I would like to request one.
If it's possible to have multiple leads assigned to a project I can apply too, we use that library extensively at my job, thats why I've contributed the PR to support Python 3.12 and up and need this release so we have something on PyPi that supports newer Python versions.
