Transfer out: Tablib

@jezdez Please could we transfer https://github.com/jazzband/tablib to my own account? I'll then move it into an organisation (name TBC, perhaps https://github.com/tablib-dev). For two reasons: I'd like to set up more automation, including PyPI trusted publishing, for which I'll need regular access to the admin permissions, and also to apply for Tidelift.

I've checked with my co-lead @claudep (https://jazzband.co/projects/tablib) who agrees with the transfer and will have full admin access on the new org/repo. @claudep Please could you confirm?
