Transfer django-auditlog to Django Commons

With Jazzband entering its sunsetting process (jazzband/help#425),
django-auditlog will need a new home.

I'd like to propose transferring django-auditlog to the Django Commons organization.

Most Jazzband projects are expected to migrate to Django Commons, and requests will likely pile up.
It would be great to start discussing the transfer early.
