Create WebHook programatically

I have use case to create web hook programatically . I have tried using ApexTrigger but it is not working . It is not displaying in your "https://salesforce-webhook-creator.herokuapp.com/app" and it is not giving callback to server url. can you tell me what is wrong ? Is there any way to create trigger programatically ?

The Webhook creator uses a convention for the list of triggers. I can't remember exactly what that convention is, but trying to match the convention is probably not a good idea. Why didn't it work to use the Webhook creator?

I can create webhooks programatically but I can not set Remote Site Setting programatically that's why my code not works.
can you tell me how to set Remote site setting programatically ?
