Workflow does not respect MAX_LINES when README.md already has activity less than MAX_LINES

I noticed that if my README.md already has entries for activity whose count is less than the MAX_LINES, then the workflow does not respect the MAX_LINES. I need to investigate this further but I noticed this in passing when trying to debug some other issue. I'll investigate it further.

I seem to have encountered a similar issue, even something more peculiar...

In my main repo, Whether or not I use this parameter MAX_LINES, only 2 pieces of data are generated, but in fact, there are more than 2.

But in another repo, I clone the master to a branch(https://github.com/yansheng836/github-activity-readme/tree/test_MAX_LINES), no change the main code, it will generate 5 data, I don't know why?
