Check for regressions in CI

The CI should have a check that runs the current release of the crawler, and then compares that output against the one produced with the proposed changes in the PR.

I got a rough version of this locally on my machine.

We need goreleaser to build the current binary (last time if failed: https://github.com/italia/developers-italia-backend/releases/tag/v2.1.0) or build a Docker image that we can use without having to wait too long (#294)
