[Feature Request]: Don't mark sites as spam when a user is marked as spamΒ #31

Is your feature request related to a problem?

Managing spam users in a multisite network can inadvertently harm legitimate sites. When flagging any user as spam on a subsite (regardless of their role), WordPress incorrectly flags the entire site as spam, even when the site owner is a legitimate Super Admin and the spammed user was just a subscriber or contributor. This affects legitimate sites and creates unnecessary moderation overhead for network administrators.

Describe the desired solution

WordPress should not flag a site as spam when marking a user as spam.

If the offending user is an admin (the only admin?) of one or more sites, an additional feature could ask the super admin performing the flagging if the related sites should be flagged as spam, too.
