[Feature Request]: Don't mark sites as spam when a user is marked as spam

Managing spam users in a multisite network can inadvertently harm legitimate sites. When flagging any user as spam on a subsite (regardless of their role), WordPress incorrectly flags the entire site as spam, even when the site owner is a legitimate Super Admin and the spammed user was just a subscriber or contributor. This affects legitimate sites and creates unnecessary moderation overhead for network administrators.

Describe the desired solution

WordPress should not flag a site as spam when marking a user as spam.

If the offending user is an admin (the only admin?) of one or more sites, an additional feature could ask the super admin performing the flagging if the related sites should be flagged as spam, too.

Thanks for raising this. I fully agree. The current behavior of flagging an entire site as spam just because one of its users is marked as spam feels too aggressive and can lead to unintended side effects. This is especially true in larger multisite networks where roles and ownership are more nuanced.

Also worth noting: I worked on a similar issue recently, which was tracked under #61146. That ticket might actually be a duplicate of #20774. I mentioned this in the #core-multisite Slack channel as well, so we can hopefully consolidate the discussion.
