[Feature Request]: Bulk user management

Is your feature request related to a problem?

Managing users in bulk on a Multisite installation is a pain.

• When adding a new site, you cannot bulk add users to the site
• When adding a new user, you cannot add the user to one or more sites
• When editing a user, you cannot manage their sites

Describe the desired solution

There are some existing solutions for this (see below). I've opened this issue to track the problem as something that should be addressed in WordPress core.

Dump of some others notes I had on this topic:

• got a network with many users. want to add a new site and add a bunch of users to the new site. not easy. could be fixed with a users screen listing, check checkboxes to add the users to the site with chosen role.
• need to completely remove a user from the whole network. deleting the user offers ability to reassign content. need to be able to choose an action for all sites, not for every site. also show each site status on this screen. also need to bulk change the admin_email setting. also need to consider network admin email. - spam and unspam.
• need to remove a user from the whole network but retain authorship. cannot bulk remove user from all sites. could be a 'Remove' action on the network user listing screen. need to consider admin_email too. (when you remove a user from a site their content stays.)
• need to add a new user and bulk add them to a bunch of sites. - tab on user editing screen to see sites list for the user. move the super admin checkbox here too. fixes the workflow for both new users and existing users.
• bulk add many users to many sites.
• export users functionality
• when deleting a user from multisite, the users dropdowns should be a text input with ajax autocomplete.
• when viewing the Users list when editing a site, show a 'Role' filter for all users on the network. optional a 'Non-members' filter to see all users who aren't a member of the site.
• reattribution of content should be separated from deletion of a user
