The test runner for test/reference images was recently changed in #2742. Now I cannot figure out what the workflow for adding new test images is supposed to be. It doesn't help that nothing is documented.

How is one expected to add new test images?

Say I want to add a new TIFF test image (new.tiff). What's the step-by-step workflow?
