Bump js-yaml, husky and lint-staged

Removes [js-yaml](https://github.com/nodeca/js-yaml). It's no longer used after updating ancestor dependencies [js-yaml](https://github.com/nodeca/js-yaml), [husky](https://github.com/typicode/husky) and [lint-staged](https://github.com/lint-staged/lint-staged). These dependencies need to be updated together.


Removes `js-yaml`

Updates `husky` from 3.1.0 to 9.1.7
