[UPDATE] Adding `Railtracks` to the frameworks section

I'm one of the founding members of Railtracks, an agentic framework with a functional Python API that comes with a fully local visualizer.

I would love to add a section with relevant instructions and documentation to this course. We have extensive documentation and video tutorials.
