When dealing with a new company or individual who wants to pay offline, we expect the payment to be made before sending them the free reservation link. We have had scenarios where the inventory ran out before payment was received.
Now even though asking for payment and issuing invoice is a promise of delivery from our end (subject to payment realization), there is no way to internally hold or block those tickets.

Another use for this as suggested by @zainabbawa was to divide the inventory between online and offline, so that there is a better tracking and target setting for offline sales and also so that online sales doesn't end up buying all the inventory.
