4.6 Release page is missing header and footer

Might be a deliberate decision, but I find it rather confusing and 4.5 release notes did not do this. It makes it impossible to navigate back or further except of course for the browsers functionality.

Tried on both firefox and chrome.

The initial design had the header and footer
But I had to make the page on a different repo than the website itself (cause the build time was verrrrry long and that's no practical to iterate) So I don't have access to the header and footer via include there.
