Use FFT ELBDM solver on fully refined levels #454

Apply the FFT ELBDM solver CPU_ELBDMSolver_FFT() to all fully refined levels, not just the base level.
🔆 Use case
Simulations using the ELBDM model would be appiled.
💡 Motivation
This feature improves accuracy on fully refined levels.
